What did the Sevastopol deputies do in the first year of work

The opening of a new, third session of the Legislative Assembly of Sevastopol of the second convocation is scheduled for September 29. In the meantime, Speaker Vladimir Nemtsev gathered journalists to sum up the results of the work of the deputies during the first year after the elections.
About laws and regulations
During this time, 22 meetings were held (there would have been more if not for the restrictions associated with the coronavirus). 79 bills were considered, 51 of them were adopted. Among the most important decisions, Vladimir Nemtsev named the establishment of borders with Crimea and regional additional payments to pensioners whose income is below the subsistence level.
A law on additional guarantees of citizens' rights to appeal has been adopted - in particular, preferential categories have been identified that have the right to an extraordinary admission. A new award has been instituted - the medal of them. Dasha Sevastopolskaya, which will be awarded to people who have made a special contribution to the provision of medical care to residents of the city. And, of course, a package of measures was adopted to support small and medium-sized businesses in the context of restrictive measures.
Let us remind you that the first law in support of business was adopted by the deputies as the first in the country on April 2, 2010. At the same time, they emphasized that this was not enough, and soon another law was approved, providing for tax and other concessions. All this, as Vladimir Nemtsev emphasized, supported the business of Sevastopol in difficult times, and simply helped many to survive.
Another important law - "On the procedure for organizing and holding public discussions, public hearings in the field of urban planning in the city of Sevastopol" was adopted in July this year. Unfortunately, the same cannot be said about the General Plan of the city, the approximate timing of which is still a mystery.
In addition, the Legislative Assembly reviewed 157 draft resolutions and adopted 134 of them, including responses to draft federal laws and appeals to federal authorities. In particular, appeals were made to the Prime Minister of the Russian Federation Mikhail Mishustin, the Speaker of the State Duma Vyacheslav Volodin on the issue of financial support for the treatment of a rare (orphan) disease "children's spinal muscular atrophy" and to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev on the need to resolve the issue of providing citizens with living quarters RF, recognized during the period of service as needing residential premises and dismissed before March 18, 2014 from service from the internal affairs bodies of Ukraine located in the territories of the Republic of Crimea and the city of Sevastopol.
About committees, commissions, appointments and plans
The overwhelming majority of issues brought up at parliamentary sessions were preliminarily considered at meetings of committees and commissions. In total, there were 276 such meetings, including 69 extended (that is, with the participation of public figures, experts and representatives of the executive branch) and 13 offsite. So, the members of the committee on economics at the visiting session got acquainted with the problems of agriculture, and now, according to Vladimir Nemtsev, a legislative act is being prepared based on the results of this familiarization, the adoption of which will help to solve some of the problems.
About 4.5 thousand people attended parliamentary receptions during the year. The main problems that people come with are housing and communal services, improvement and repair of adjacent territories, the need for social support.
It is thanks to the activity of the inhabitants of Sevastopol, the speaker emphasized, that a number of laws were developed. Including the law concerning the administrative responsibility for parking on lawns.
“As you know, some residents and guests of the city are used to parking in green areas. Now punishment is provided for this, ”Nemtsev recalled.
By the way, the initiative to establish a medal named after Dasha Sevastopolskaya also came from public figures.
Among the laws that are being prepared for adoption in the future is a law that will appeal to lovers of silence. But it is still under development. More than 40 bills are currently under consideration, including laws on improvement, on preferential tariffs for heat energy, on the legal regulation of certain issues in the field of housing policy and on social support for orphans. In addition, it is necessary to put things in order in the issue of the powers of municipalities. This is one of the most important and most difficult problems for Sevastopol, about which many plans and good undertakings are broken.
