Russia offered to pay for garbage collection under a new scheme

The public organization "Opora Rossii" proposed to recalculate the payment for the removal of solid municipal waste (MSW), based on the actual volume of containers with garbage taken out, Kommersant writes.

According to the publication, the organization receives complaints from hoteliers who, due to the coronavirus pandemic, worked in the spring with a load of 3-5 percent, but received bills for the removal of MSW in full. However, there was practically no waste at many hotels.

Under the current scheme, operators install containers based on regional waste collection regulations, and businesses pay for their maintenance regardless of occupancy. Market players point out that waste disposal costs do not depend on the volume, they cannot be influenced, therefore they propose a new scheme.

Opora Rossii turned to the Ministry of Natural Resources with a request to recalculate the cost of providing waste collection services from March 1 to the end of the year, making this a measure to support the hotel business.

Earlier it became known that the fee for garbage collection for Russians could significantly (by 10-15 percent) decrease from 2022. This change will become possible after improving the concept of Extended Producer Responsibility (EPR).
