Deputies of the Novosibirsk region will ask the FAS to check the increase in the tariff for the export of MSW
Earlier it was decided to increase it by almost 40%

Deputies of the Legislative Assembly of the Novosibirsk Region will appeal to the head of the Federal Antimonopoly Service (FAS) of Russia, Igor Artemyev, with a request to cancel the resolution on an almost 40% increase in the tariff for the removal of solid municipal waste (MSW), according to which the regional operator in the field of MSW management "Ecology - Novosibirsk" will collect payments from the population until the end of the year. Vadim Ageenko, deputy chairman of the committee for construction, housing and communal services and tariffs, announced this at the session of the Legislative Assembly on Thursday.
Earlier, the Department for Tariffs of the Novosibirsk Region raised the tariff for the removal of solid municipal waste (MSW) to 420.2 rubles per cubic meter. In accordance with it, the regional operator in the field of MSW management "Ecology - Novosibirsk" will collect payments from the population of the region until the end of the year. According to TASS estimates, according to the formula for calculating payments per person, which provides for calculation based on the existing tariff and the standard for garbage accumulation, the monthly payment for the removal of solid waste per person will increase from 59.8 to 83 rubles.
"In this situation, I propose, on behalf of the Legislative Assembly, to appeal to the head of FAS Russia [Igor] Artemyev with a request to cancel the illegal decision to recalculate the single tariff for Ecology - Novosibirsk," said Ageenko.
According to the deputy, the Novosibirsk Region Tariffs Department made a decision at the beginning of November to increase the tariff on the basis of the decision of the FAS Russia, which set the cost of waste transportation services at 312 rubles per cubic meter. At the same time, the tariff for the transportation of part of the MSW had already been determined based on the results of the auction and amounted to 245.6 rubles per cubic meter.
As Ageenko noted, earlier the company "Ecology - Novosibirsk" had already applied to the FAS Russia with a complaint about lowered tariffs. In July 2020, the Antimonopoly Service issued an order, according to which the department corrected the inaccuracy in the calculation of the carrier's wages, recalculated the costs of transporting MSW, and since September the tariff has increased by 5 kopecks.
According to the chairman of the Legislative Assembly, Andrei Shimkiv, if an appeal to the head of the FAS does not give the expected result, the deputies will insist on terminating the concession with the regional operator and revoking his license.
About the situation
In April, the Russian Environmental Operator (REO) reported that in the near future regional MSW operators in 20 regions of the country, including the Novosibirsk Region, may stop working due to non-payments. As the general director of Ecology - Novosibirsk, Larisa Anisimova, told TASS, in the conditions of self-isolation, the volume of MSW among the population increased by 15-20%, which is comparable to the volume of garbage during the New Year holidays, while the collection rate fell by 30-35% from the planned indicators. the collection of contributions from legal entities decreased by up to 50%.
In early 2020, Anisimova told TASS that she considers the existing tariff for the population to be too low. She explained that the company sent inquiries to the regional tariff department and the Federal Antimonopoly Service in order to figure out what such a tariff for garbage collection is connected with.
